The data economy is growing and it is changing the way society operates. To support the development, encourage innovation and create impact together with our data partners, LNDS is developing data services to cover challenges throughout the data journey. The data services are created jointly with our partners through data projects, in order to enable value creation from secondary use of public sector data.
Data Services for data reuse – with transparency, control and trust
Through advancements of technology, data is increasingly generated, collected and processed. One example of how data is used through Digital twins, which are becoming more common in different areas of our society, such as supporting and monitoring physical manufacturing, making predictions on new policies, developing new medicines. However, data is often not easily accessible and usable. Accessing trustable data to enable collaboration and value creation from data across sectors, is a challenge. This is where the services of LNDS come in.
LNDS is developing a portfolio of data services to enable secondary use of public sector data for both public and private organisations and institutions. Our purpose is to enable value creation from secondary use of data. We want to support our data partners to create impact from data and enhance data in the context of common innovation among all actors. We want to become a partner of choice for joint development of the next generation of data products. Ultimately what we do is to help our data partners to make an impact through data.
We provide capacities, processes & knowledge sharing to our partners to enable to create value from secondary use of data. Our services are based on enabling the use of existing data in a trustable and secure manner. Learn more about our data services below.
LNDS Data Services
We are currently actively developing a range of data services. These include; Capability building and training, community management, legal-ethical-societal impact assessment, technical building blocks and platform infrastructure, as well as the components of a secure end-to-end data processing pipeline, support for data discovery, access, enrichment, pseudonymisation, quality and more.
Our service portfolio is constantly evolving as we build our services alongside our data projects according to our partners needs, to support the value creation from data. All our services, as well as our tools and activities, are designed by the approach of data protection by design and default.

Data Project Consulting and Onboarding
Our Data Project Consulting and Onboarding service, is the first step to get started with a data project. It is an exercise of two-way communication, with two main objectives: to understand your project scope, goals and anticipated impact, and agree on how LNDS can help the project to succeed.
Data Access Request and Review
Access request procedures can be challenging for all parties involved. Our Data Access Request and Review Service streamlines access request procedures end-to-end. We optimise data use proposals, provide a defined request and review process and provision secure data access.
Data Management and Stewardship Support
Our Data Management and Stewardship Support service assists organisations in Luxembourg in building data management and stewardship capacity. Organisations can benefit from customised solutions throughout the entire data lifecycle.
Data Cataloguing
Recording structured, standardised information for all an organisation’s data assets saves time, energy and money in the long run. LNDS Data Cataloguing helps organisations identify what information they should record and how.
Data Extraction, Enrichment and Merging
Most data analysis projects require combining data from multiple sources. Our Data Extraction, Enrichment and Merging service supports the secure provision and mapping of data from multiple providers.
Data Quality and Curation
LNDS Data Quality and Curation services can help organisations improve the quality of their data by retroactively transforming existing datasets as well as streamlining primary data collection processes.
Synthetic Data Factory
The Synthetic Data Factory service helps you to build up your synthetic dataset based on the statistical information and the underlying relationships between your features of interest.

The ELSI and Data Governance Consulting service is designed to support LNDS’ governmental partners in their efforts to develop legislation governing secondary use of public data.
Data Management National Community of Practice
The Data Management National Community of Practice service facilitates knowledge exchange and coordination among Luxembourg’s data management professionals.
GDPR Working Group
GDPR Working Group is a service providing an exchange platform for data protection officers and other staff engaged in activities related to data protection in public sector or research.

We start every collaboration with an onboarding discussion to understand your data needs and the goals of your project. Based on this meeting we will propose a tailor-made Data Project to support you to reach your project goals.

We want to understand your project goals, including its anticipated social impact, so that we can lay a solid foundation for the data project.
How do I know which services I need for my project?
Each collaboration with LNDS always begins with a Data Project Consulting and Onboarding. In this meeting you introduce us to your operational landscape, we help you re-frame your project to leverage our catalogue of services.
You do not need to know exactly which services you would need when you contact us. We will support you in building your Data Project and suggest the right services to support you to reach your project goals.
