LNDS and DFKI partner to advance human-centric AI across borders
The Luxembourg National Data Service (LNDS) and the German Research Center for Artificial Intelligence (DFKI) have signed a collaboration agreement marking a new step in cross-border cooperation to advance trustworthy data sharing and applied AI innovation in Europe.
Founded in 1988, DFKI is a leading “Centre of Excellence” recognised by the international scientific community. It operates as a public-private partnership between research institutions and industry. With sites across Germany, including Saarbrücken, Kaiserslautern, Bremen, Lower Saxony, and Berlin, DFKI leads cutting-edge research in areas such as natural language processing, machine learning, robotics, and human-centric AI, while ensuring practical transfer of innovation to the market.
This new collaboration between LNDS and DFKI aims to foster joint research and development initiatives, particularly in the areas of trusted data environments, applied AI, and data spaces. Our both organisations share the vision of creating interoperable, secure, and human-centric digital infrastructures that can accelerate the use of AI across sectors.

Connecting Research and applied Innovation to reinforce Europe’s AI Sovereignty
As part of this visit, DFKI and LNDS, together with representatives from the Ministry of Economic Affairs in Saarland, met with partners of the Luxembourg AI Factory (L-AIF), the European initiative coordinated by Luxinnovation and supported by leading research and innovation organisations in Luxembourg, including LNDS, Luxembourg Institute of Science and Technology (LIST), LuxProvide, and the University of Luxembourg.
These discussions expanded to other agencies in the Luxembourg ecosystem, such as Luxembourg Institute of Health (LIH) and Luxembourg Institute of Socio-Economic Research (LISER), and showcased the collective expertise and infrastructure that underpin Luxembourg’s growing AI ecosystem and its openness to international collaboration. The discussions focused on the growing potential of cross-border cooperation in AI innovation and data, the integration of sovereign data infrastructures, and the development of a shared service catalogue to support companies, researchers, and public institutions in adopting AI responsibly.
The visit highlighted Luxembourg’s strong AI ecosystem, spanning high-performance computing, research excellence, data governance, and regulatory sandboxes, and underlined DFKI’s interest in connecting its extensive research network with Luxembourg’s applied innovation capabilities.
Through this partnership, LNDS and DFKI intend to contribute to Europe’s broader goal of strengthening sovereign data infrastructures and cross-border AI collaboration, reinforcing Luxembourg’s role as a key player in the European AI landscape.
